聊城經(jīng)濟技術開發(fā)區(qū)商務和投資促進部深入貫徹落實聊城市委、市政府各項工作部署，緊緊圍繞“爭創(chuàng)一流、走在前列”的目標任務，積極應對新冠肺炎疫情影響，統(tǒng)籌疫情防控和經(jīng)濟發(fā)展“兩手抓”“兩不誤”，努力做好“穩(wěn)外貿(mào)”工作，取得明顯成效。
為優(yōu)化提升營商環(huán)境，為企業(yè)解難紓困，開發(fā)區(qū)積極推進外貿(mào)綜合服務平臺建設，免費為外貿(mào)企業(yè)提供報關、報檢、貨代、融資、退稅、信保、外匯核銷、退稅融資、人才孵化、知識產(chǎn)權、涉外法律及外貿(mào)業(yè)務、跨境電商培訓等一站式外貿(mào)綜合服務，為區(qū)內(nèi)外貿(mào)企業(yè)拓市場、保訂單發(fā)揮了積極作用。外貿(mào)綜合服務平臺自運營以來服務企業(yè)70余家，企業(yè)累計實現(xiàn)進出口額16.2億元人民幣。
2021年7月，國務院辦公廳印發(fā)《關于加快發(fā)展外貿(mào)新業(yè)態(tài)新模式的意見》提出，支持外貿(mào)細分服務平臺發(fā)展壯大，“鼓勵外貿(mào)企業(yè)自建獨立站，支持專業(yè)建站平臺優(yōu)化提升服務能力”。開發(fā)區(qū)外貿(mào)服務平臺深耕垂直市場，推動外貿(mào)企業(yè)自建獨立站，為產(chǎn)品實現(xiàn)品牌全球化夯實基礎。目前已協(xié)助山東金百誠金屬材料有限公司、世紀東潤（山東）進出口有限公司等企業(yè)建成獨立站。
The Department of Commerce and Investment Promotion of Liaocheng Economic and Technological Development Zone has thoroughly implemented the work arrangements of the Liaocheng Municipal Party Committee and the Municipal Government, closely focused on the goal of "striving to be first-class and leading the way", actively responded to the impact of the new crown pneumonia epidemic, and coordinated the prevention and control of the epidemic. With the "two-handed approach" and "two correctness" of economic development, efforts have been made to "stabilize foreign trade" and achieved remarkable results.
In order to optimize and improve the business environment and help enterprises solve difficulties, the Development Zone actively promotes the construction of a comprehensive foreign trade service platform, and provides free customs declaration, inspection declaration, freight forwarding, financing, tax rebate, credit insurance, foreign exchange verification, tax rebate financing, and talent incubation for foreign trade enterprises. One-stop comprehensive foreign trade services such as intellectual property rights, foreign-related legal and foreign trade business, and cross-border e-commerce training have played an active role in expanding markets and securing orders for foreign trade enterprises in the region. Since its operation, the foreign trade comprehensive service platform has served more than 70 enterprises, and the enterprises have achieved a total import and export volume of 1.62 billion yuan.
In July 2021, the General Office of the State Council issued the "Opinions on Accelerating the Development of New Formats and New Models of Foreign Trade", proposing to support the development and growth of subdivision service platforms for foreign trade, "encourage foreign trade enterprises to build their own independent stations, and support professional station building platforms to optimize and improve service capabilities" . The development zone's foreign trade service platform deeply cultivates the vertical market, promotes foreign trade enterprises to build their own independent stations, and lays a solid foundation for the realization of brand globalization of products. At present, it has assisted Shandong Jinbaicheng Metal Materials Co., Ltd., Century Dongrun (Shandong) Import and Export Co., Ltd. and other enterprises to build independent stations.
