為做好軸承企業(yè)出口知識(shí)產(chǎn)權(quán)保護(hù)工作，促進(jìn)軸承產(chǎn)業(yè)高質(zhì)量發(fā)展，于2021年4月21日上午在軸承之都—煙店，成功舉辦“聊城市軸承企業(yè)知識(shí)產(chǎn)權(quán)保護(hù)工作推進(jìn)會(huì)“聊城市商務(wù)和投資促進(jìn)局”王兆坤副局長(zhǎng)，做推進(jìn)會(huì)致詞，強(qiáng)調(diào)此次推進(jìn)會(huì)的重要性和必要性，并對(duì)當(dāng)前的外貿(mào)形勢(shì)做了簡(jiǎn)要闡述。
聊城海關(guān)企業(yè)管理科科長(zhǎng)武守群以軸承行業(yè)海關(guān)執(zhí)法打假案例為切入點(diǎn)，從如何尋求海關(guān)保護(hù)有效防止侵權(quán)和企業(yè)侵權(quán)將承擔(dān)的法律、刑事責(zé)任正反兩個(gè)方面，深入淺出的介紹了《海關(guān)法》、《中華人民共和國(guó)知識(shí)產(chǎn)權(quán)海關(guān)保護(hù)條例》對(duì)進(jìn)出口貨物知識(shí)產(chǎn)權(quán)保護(hù)的要求，詳細(xì)講解了“龍騰行動(dòng)2021”知識(shí)產(chǎn)權(quán)保護(hù)專項(xiàng)行動(dòng)，引導(dǎo)企業(yè)進(jìn)行知識(shí)產(chǎn)權(quán)海關(guān)保護(hù)備案，在有效保護(hù)我國(guó)自主研發(fā)的關(guān)鍵核心技術(shù)的前提下，激發(fā)創(chuàng)新活力，推動(dòng)高質(zhì)量發(fā)展。
聊城海關(guān)綜合業(yè)務(wù)科科長(zhǎng)郭寶強(qiáng)介紹了進(jìn)出口稅收優(yōu)惠政策、稅政調(diào)研和海關(guān)通關(guān)改革政策。根據(jù)內(nèi)外資鼓勵(lì)項(xiàng)目政策，郭寶強(qiáng)從稅收優(yōu)惠政策角度指導(dǎo)企業(yè)做好項(xiàng)目篩選規(guī)劃，享受進(jìn)口設(shè)備減免稅等政策。結(jié)合通關(guān)過(guò)程中遇到問(wèn)題的協(xié)調(diào)處理，分析了全國(guó)通關(guān)一體化改革背景下屬地報(bào)關(guān)的優(yōu)勢(shì)，指導(dǎo)企業(yè)逐步實(shí)現(xiàn)屬地報(bào)關(guān)。
聊城鴻遠(yuǎn)國(guó)際貿(mào)易服務(wù)有限公司總經(jīng)理侯敏介紹了“臨清一站式關(guān)稅貸服務(wù)平臺(tái)”該平臺(tái)通過(guò)政府購(gòu)買服務(wù)的方式，為周邊進(jìn)出口企業(yè)免費(fèi)提供外貿(mào)綜合服務(wù)，具有“兩免一快”的特點(diǎn)，即免費(fèi)為企業(yè)提供報(bào)關(guān)、報(bào)檢、進(jìn)出口貿(mào)易代理等服務(wù);免費(fèi)為企業(yè)提供出口退稅申報(bào)服務(wù);在手續(xù)完備的情況下快速墊付退稅款，為穩(wěn)定全市外貿(mào)基本盤，聊城市積極搭建平臺(tái)、拓展銷路、優(yōu)化服務(wù)，幫助外貿(mào)企業(yè)解難題、闖難關(guān)，取得了明顯成效。自2020年6月關(guān)稅貸正式上線運(yùn)營(yíng)已入住48家企業(yè)，報(bào)關(guān)通關(guān)491票，出口金額2.9億元人民幣。還對(duì)跨境電商和RECP給出口企業(yè)帶來(lái)的紅利，做了詳細(xì)解析，鼓勵(lì)企業(yè)用好用足政府政策。
臨清市商務(wù)和投資促進(jìn)局朱榮光局長(zhǎng)，做推進(jìn)會(huì)總結(jié)，一站式關(guān)稅貸平臺(tái)，是聊城市商務(wù)投資促進(jìn)部門針對(duì)軸承行業(yè)代理出口導(dǎo)致出口數(shù)據(jù)外流推出的創(chuàng)新舉措。該項(xiàng)目的實(shí)施，對(duì)促進(jìn)聊城市出口回流和拉動(dòng)地方經(jīng)濟(jì)發(fā)展將起到積極作用，同時(shí)也把縣市兩級(jí)政府出臺(tái)的鼓勵(lì)出口企業(yè)大力拓展業(yè)務(wù)的獎(jiǎng)勵(lì)政策做了宣講。

Guo Baoqiang, chief of Liaocheng customs comprehensive business section, introduced the preferential import and export tax policies, tax investigation and customs clearance reform policies. According to the policy of encouraging domestic and foreign investment projects, Guo Baoqiang guided enterprises to do a good job in project selection planning from the perspective of preferential tax policies, and enjoyed tax reduction and exemption policies for imported equipment. The platform provides comprehensive foreign trade services for peripheral import and export enterprises free of charge through the way of government purchasing services. It has the characteristics of "two free and one fast", that is, it provides free customs declaration, inspection, import and export trade agency services for enterprises; Free export tax refund declaration service for enterprises; In order to stabilize the city's foreign trade base, Liaocheng city actively built a platform, expanded sales, optimized services, helped foreign trade enterprises solve problems and break through difficulties, and achieved remarkable results. Since June 2020, the tariff loan has been officially put into operation, with 48 enterprises, 491 customs clearance tickets and 290 million yuan export value. It also makes a detailed analysis of the dividends brought by cross-border e-commerce and RECP to export enterprises, and encourages enterprises to make full use of government policies.
