2021年3月22—23日，商務(wù)部舉辦《區(qū)域全面經(jīng)濟伙伴關(guān)系協(xié)定》（RCEP）第二次線上專題培訓。本次培訓是落實國務(wù)院常務(wù)會議關(guān)于“加大協(xié)定實施相關(guān)培訓力度”重要部署的具體舉措，聚焦RCEP對產(chǎn)業(yè)的影響，注重如何利用協(xié)定的實際操作，幫助地方和企業(yè)更好地熟悉協(xié)定內(nèi)容和規(guī)則，提升管理水平和利用協(xié)定的能力，增強參與國際合作與競爭的本領(lǐng)。培訓重點面向企業(yè)開展，參訓人數(shù)50人，其中90%是企業(yè)代表。From

From March 22 to 23, 2021, the Ministry of Commerce held the second online special training of RCEP. This training is a specific measure to implement the important deployment of the executive meeting of the State Council on "strengthening the training related to the implementation of the agreement". It focuses on the impact of RCEP on the industry, focuses on how to use the actual operation of the agreement, helps local and enterprises better understand the contents and rules of the agreement, improves the management level and the ability to use the agreement, and enhances the ability to participate in international cooperation and competition. The training focuses on enterprises, with 50 participants, 90% of whom are enterprise representatives.
商務(wù)部國際司司長余本林同志就RCEP整體情況和企業(yè)如何有效抓住機遇進行了全面闡釋。海關(guān)總署一線專家就原產(chǎn)地規(guī)則和通關(guān)實務(wù)進行了講解。清華大學中國經(jīng)濟思想和實踐研究院院長李稻葵教授就RCEP對我國經(jīng)濟、貿(mào)易和投資發(fā)展的作用和影響進行了系統(tǒng)解讀，農(nóng)業(yè)部有關(guān)負責同志及相關(guān)行業(yè)協(xié)會代表將分別就農(nóng)業(yè)、輕工、紡織、機械、電子信息、石化等行業(yè)面臨的機遇和挑戰(zhàn)進行分析解讀。
Comrade Yu Benlin, director general of the International Department of the Ministry of Commerce, gave a comprehensive explanation on the overall situation of RCEP and how enterprises effectively seize the opportunity. First line experts from the General Administration of Customs explained the rules of origin and customs clearance practice. Professor Li Daokui, President of China Institute of economic thought and practice, Tsinghua University, made a systematic interpretation of the role and impact of RCEP on China's economic, trade and investment development. Relevant responsible comrades of the Ministry of agriculture and representatives of relevant industry associations will respectively analyze and interpret the opportunities and challenges faced by agriculture, light industry, textile, machinery, electronic information, petrochemical and other industries.
RCEP由東盟于2012年發(fā)起，歷經(jīng)8年、31輪正式談判，于2019年11月整體結(jié)束談判。2020年11月15日，在中國國務(wù)院總理李克強和東盟10國、日本、韓國、澳大利亞、新西蘭領(lǐng)導人共同見證下，正式簽署RCEP。目前，各方都在抓緊推進協(xié)定的核準生效工作。
RCEP was initiated by ASEAN in 2012. After eight years and 31 rounds of formal negotiations, the negotiation was concluded in November 2019. On November 15, 2020, under the witness of Chinese Premier Li Keqiang and leaders of 10 ASEAN countries, Japan, South Korea, Australia and New Zealand, RCEP was officially signed. At present, all parties are pressing ahead with the approval and entry into force of the agreement.
積極開展對RCEP的宣傳解讀，積極做好協(xié)定生效準備工作，為企業(yè)用足用好RCEP政策，擴大市場占有率，提高進出口貿(mào)易打下良好基礎(chǔ)。
Actively carry out the propaganda and interpretation of RCEP, and actively make preparations for the entry into force of the agreement, so as to lay a good foundation for enterprises to make full use of RCEP policy, expand market share, and improve import and export trade.
