2021年3月13日聊城鴻遠(yuǎn)國際貿(mào)易服務(wù)有限公司總經(jīng)理侯敏（臨清市軸承商會副會長）應(yīng)臨清市軸承商會的邀請，為軸承企業(yè)就“2021年國際貿(mào)易形式和外貿(mào)基礎(chǔ)知識”做公開課分享。

2020年，新冠肺炎疫情全球肆虐，世界經(jīng)濟(jì)陷入深度衰退，國際市場需求大幅下降，全球貿(mào)易舉步維艱在貿(mào)易發(fā)展的外部環(huán)境異常嚴(yán)峻的情況下，中國外貿(mào)卻一枝獨(dú)秀，實(shí)現(xiàn)了遠(yuǎn)超預(yù)期的逆勢增長。那么，2020年中國外貿(mào)增長狀況如何？呈現(xiàn)哪些特點(diǎn)？2021年能否延續(xù)這一增長勢頭呢？侯敏女士在以下各方面進(jìn)行闡述剖析；2020年3月以后，隨著各地陸續(xù)復(fù)工復(fù)產(chǎn)，進(jìn)出口額自6月起開始恢復(fù)正增長，全年進(jìn)出口總值創(chuàng)下歷史新高；在惡劣的外部經(jīng)濟(jì)環(huán)境下，中國外貿(mào)展現(xiàn)出了強(qiáng)大的韌性和綜合競爭力 ；從國別（地區(qū)）結(jié)構(gòu)看，2020年，中國與“一帶一路”沿線國家的進(jìn)出口貿(mào)易再創(chuàng)新高；從商品結(jié)構(gòu)看，機(jī)電產(chǎn)品依然保持了絕對優(yōu)勢地位；從貿(mào)易方式看，近年來一般貿(mào)易占比持續(xù)上升，加工貿(mào)易占比不斷下降。；從貿(mào)易主體看，民營企業(yè)的進(jìn)出口額增長了11.1%，占中國外貿(mào)總額的46.6%，進(jìn)一步鞏固了中國第一大貿(mào)易主體的地位。2020年中國外貿(mào)實(shí)現(xiàn)逆勢增長的一個(gè)重要因素，就是從中央到地方聚力“六穩(wěn)”“六保”，實(shí)施了一系列穩(wěn)外貿(mào)“組合拳”，包括持續(xù)優(yōu)化口岸營商環(huán)境、降低企業(yè)成本、促進(jìn)新貿(mào)易業(yè)態(tài)發(fā)展和打造開放“新高地”等。侯敏女士重點(diǎn)講了一帶一路沿線國家外貿(mào)形式和國家的政策、以及區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定（RCEP）成功簽署，中歐全面投資協(xié)定（CAI）談判落下帷幕，這兩大協(xié)定的塵埃落定給2021年的中國外貿(mào)注入了強(qiáng)心劑。RCEP是目前全球體量最大的自貿(mào)區(qū)，涵蓋全球約30%的人口、30%的經(jīng)濟(jì)總量和30%的對外貿(mào)易規(guī)模，發(fā)展?jié)摿薮?。該協(xié)定的正式簽署極大地提振了15國對經(jīng)濟(jì)和外貿(mào)增長的信心，中國與其他14國的雙邊貿(mào)易規(guī)模有望持續(xù)擴(kuò)大，產(chǎn)業(yè)鏈、供應(yīng)鏈也將加速整合，對中國外貿(mào)進(jìn)一步增長具有顯著的促進(jìn)作用。中歐全面投資協(xié)定談判如期結(jié)束，也將進(jìn)一步助力中國與歐盟雙邊貿(mào)易規(guī)模的擴(kuò)大，為中歐經(jīng)濟(jì)的恢復(fù)與可持續(xù)發(fā)展增添新動力。
Novel coronavirus pneumonia epidemic in 2020 was raging around the world, the world economy was in deep recession, the demand for international market dropped sharply, and Global trade was difficult. Under the severe external environment of trade development, China's foreign trade was thriving, achieving a far exceeding trend. How about the growth of China's foreign trade in 2020? What are the characteristics? Can this growth momentum continue in 2021? Ms. Hou min elaborated and analyzed the following aspects: after March 2020, with the resumption of work and production, the import and export volume began to recover positive growth since June, and the annual import and export value reached a record high; under the adverse external economic environment, China's foreign trade showed great resilience and comprehensive competitiveness China's one belt, one road and other countries along the way, the import and export trade has reached a new high in 2020; from the perspective of commodity structure, the electromechanical products still maintain an absolute advantage; from the perspective of trade, the proportion of general trade has increased continuously, and the proportion of trade in work has been decreasing. From the perspective of trade subjects, the import and export volume of private enterprises increased by 11.1%, accounting for 46.6% of China's total foreign trade volume, further consolidating China's position as the largest trade subject. In 2020, an important factor for China's foreign trade to grow against the trend is that the central government and local governments have concentrated efforts on "six stabilities" and "six guarantees", and implemented a series of "combination fists" to stabilize foreign trade, including continuously optimizing the port business environment, reducing enterprise costs, promoting the development of new trade formats, and creating an open "new highland". Ms. Hou Min highlighted China one belt, one road, the foreign trade form and the state policy, and the regional comprehensive economic partnership agreement (RCEP) signed successfully. The negotiations between China and the European Union (CAI) concluded. The dust of the two agreements settled the Chinese foreign trade in 2021. RCEP is the largest free trade zone in the world, covering about 30% of the world's population, 30% of the total economy and 30% of the scale of foreign trade. The formal signing of the agreement has greatly boosted the confidence of 15 countries in economic and foreign trade growth. The bilateral trade scale between China and other 14 countries is expected to continue to expand. The integration of industrial chain and supply chain will also accelerate, which has a significant role in promoting the further growth of China's foreign trade. The conclusion of the China EU comprehensive investment agreement negotiations on schedule will also further boost the expansion of bilateral trade between China and the EU and add new impetus to the economic recovery and sustainable development of China and the EU.
